How storm water gets into an Orange County house
Blocked area drains and silted swales on hillside lots, retaining wall weep holes that have closed, downspouts discharging against a slab, soil built up above the weep screed at the base of stucco, and window and door thresholds below the level of pooled water. Very little of it involves the roof.
Water entering that way is ground water by the time it is inside, which places it above clean water in category regardless of how clear it looks.
The coverage line, established on day one
Water from a failed pipe is a sudden and accidental discharge and generally covered. Surface water, runoff and rising ground water are typically excluded from a standard homeowners policy and fall under separate flood coverage. Two events that look identical on the floor land on opposite sides of that line.
Which is why the first thing we photograph is the entry path, not the damage. Establishing the source while it is still visible is what settles the claim, and after the water recedes the evidence goes with it.

How do I clean up after flood damage?
Extraction first, then removal of porous materials that contacted ground water — carpet, pad, and drywall to a line above the waterline — then antimicrobial treatment and structural drying. Ground water is not clean water, so drying it in place is not the approach even when it looks clear.
Will homeowners insurance cover storm water in my house?
Usually not. Surface water and runoff are standard exclusions; that is what separate flood coverage exists for. Roof damage from wind that then admits rain is a different matter and is often covered. The distinction is the entry path, which is why it gets photographed first.
What is water damage cleanup actually called?
Mitigation, or water damage restoration. Mitigation is the emergency half — extraction, containment and drying. Restoration is the rebuild. Carriers treat them as separate line items and they are commonly invoiced separately.
Do plumbers clean up flooding?
Plumbers fix the pipe. Extraction, structural drying, moisture documentation and the rebuild are a restoration contractor's work. On a storm intrusion there is often no plumbing fault at all, which is why calling a plumber first can cost a day.
What should I check before the rainy season?
Area drains and swales clear of leaf litter, retaining wall weep holes open, downspouts discharging well away from the foundation, and no soil or planter mounded above the weep screed at the base of the stucco. Those four account for most of the intrusions we attend each winter.
How much does flood cleanup cost?
